KB 2463 - The number specified for max connections is greater than the actual connection limit on the database server. Max connection limit on database server is <name>

User gets the following error message while trying to change the maximum number of connections the database server can accept. 

Setting a value higher than the number of maximum number of connections available for a database server will return an error. Please set another value and try the operation again.
