KB 3004 - Max connection limit

 Error 3004; the number specified for max connections is greater than the actual connection limit on the database server. Max connection limit on database server is <name>.

Change max connections on DB server to match the value specified in Scalerarc settings for respective DB server. You can check max connections value on Scalearc by clicking the Gear icon next to the Database server on the Cluster landing page.
